HAUS Finnish Institute of Public Management Ltd was established in 1971 as a centralized state training agency for civil servants. In 1995 HAUS was transformed into a state enterprise, subordinated to the Ministry of Finance.
In 2002 HAUS was converted into a state owned limited company. The state of Finland owns 100 % of HAUS shares.
In international operations, HAUS’s clients include EU administration and the EU membership states regarding the development work between governments.
HAUS implements training, development and consultation projects for the public sector as an organisation with a mandate from the Finnish government in the so-called twinning projects between the governments of membership states. These projects aim to develop the administration of new membership states and candidate states with the support of existing membership countries and funding provided by the EU.
As an experienced trainer and developer of state administration, HAUS has over 40 years of experience from the public sector both in Finland and abroad. Annually, HAUS organises more than 300 training events in Finland. HAUS employs 40 world-class specialists.

Co-operation
HAUS is a member of the EU civil service training institutes’ network, that meets twice a year and is chaired by the EU Presidency country.
HAUS is also a member of NISPAcee and IIAS, as well as in various other networks for training institutes specialized in senior civil servants training.
