The group of 32 senior civil servants from the Guangdong province public administration analyzed during the month of June various aspects Finnish civil service, public management and leadership, and public policies. The participants made several site visits to Finnish authorities (e.g. Ministry of Employment and the Economy, the Competition Authority and the Finnish National Institute of Health and Welfare). The Finnish local government was analyzed in details through the case of the city of Tampere, which the participants would very interesting, especially the Tampere model of taking care of the elderly people.

The programme gave a lot of time in the introduction of different practical tools (e.g. on quality management and strategic planning) that can be utilized on the development of the Guangdong public administration.
