HAUS Becomes Part of State Services for Personnel Administration

HAUS Finnish Institute of Public Management Ltd focuses its operation in the development of national and EU administration. The company changes its operation so that it will act as an interest group unit for the State of Finland, providing services mainly for state administration.

New legislation on a limited company called HAUS Finnish Institute of Public Management Ltd was ratified by the President on November 27th, 2009. The legislation enters force on January 1st, 2010.

For HAUS, the new position as part of state services for personnel administration strengthens the company’s strategic role as a developer of administration and personnel.

The new position enables closer client cooperation and partnering with the state offices and EU administration offices. High-quality resources supporting the development of state administration can be utilised more effectively for the entire state administration.

With the new legislation, the HAUS ownership steering is transferred from the Prime Minister’s Office to the Ministry of Finance where the company operates as a state-owned company carrying out a special assignment. As an interest group unit for the State of Finland, HAUS’s assignment of supporting the enforcement of administrative policies and administrative development programmes is strengthened. The change provides actors in state and EU administration with better possibilities to receive support in the acquisition and development of personnel, developing management and change management.

As a company providing services for state administration, HAUS’s clients include the Prime Minister’s Office, various state departments, offices and departments in state’s regional and local administration, state-owned companies and funds outside the state’s budget. The customers also include the Parliament of Finland and the units operating under its control or supervision, such as the Bank of Finland, the Social Insurance Institution of Finland, the National Audit Office of Finland, the Office of the Ombudsman and Sitra.

In international operations, HAUS’s clients include EU administration and the EU membership states regarding the development work between governments. HAUS implements training, development and consultation projects for the public sector as an organisation with a mandate from the Finnish government in the so-called twinning projects between the governments of membership states. These projects aim to develop the administration of new membership states and candidate states with the support of existing membership countries and funding provided by the EU.

As an experienced trainer and developer of state administration, HAUS has over 40 years of experience from the public sector both in Finland and abroad. Annually, HAUS organises more than 300 training events in Finland. HAUS employs 40 world-class specialists.
